EuroUSC Italia continues collaboration with the European Defence Agency (EDA) in the implementation and harmonisation of risk assessment methodologies for non-certified military UAS operations in Europe. After integration in Unifly, the company reinforces its role as a trusted partner in the military drone sector, supporting the European defence safety. 

Rome, Italy 02.10.2025 – Military operations involving non-certified drones, similar to those in the ‘Specific’ category under EU civilian drone rules, are gaining significance for Europe’s safety and security needs. These missions require detailed risk assessments and must meet special military standards. However, with EDA member states using different national methods and no unified European military approach, costs rise for dual-use markets and cross-border operations become more complex. 

The Solid Track Record of EuroUSC Italia with EDA

In recent years, EuroUSC Italia has made significant contributions to addressing the safety of military UAS operations through dedicated projects. In the first project the company supported EDA in defining the initial air and ground risk models and proposed a roadmap for updating the methodology in line with user feedback and evolving standards. This was followed by a second project, where EuroUSC Italia developed a prototype of an online tool to implement the methodology, enabling its practical use by military UAS operators and aviation authorities across Member States.  

Advancing Military UAS Risk Assessment: The Next Steps

The results achieved in the past projects have laid the solid foundations for the new MIL-UAS-SPECIFIC 3 project which is kicking-off in these days. The roadmap of next actions includes important milestones: 

  • Adapt civilian methodologies (such as SORA) to reflect military-specific needs. 
  • Enhance and expand the existing online tool with new modules and improved networking features. 
  • Integrate considerations for specific UAS payloads. 
  • Link to external resources such as the EUSPA population density tool to enrich risk assessments. 
  • Lead validation exercises and dedicated workshops to engage Member States and strengthen adoption. 

Within MIL-UAS-SPECIFIC 3 EuroUSC Italia maintains a central role in project management, stakeholder engagement, methodology development, and validation, supported by a strong consortium including Engage srl and Telespazio.  

EuroUSC Italia: Driving Leadership and Excellence in UAS risk assessment 

EuroUSC Italia’s role in MIL-UAS-SPECIFIC 3 highlights its established reputation and expertise in the field. With an extensive background in research, consultancy, the ongoing collaboration with the European Defence Agency (EDA), and the active participation in prominent European UAS forums and working groups, the company has further expanded its capabilities through the integration with Unifly. This partnership allows EuroUSC Italia to provide a comprehensive suite of services, including risk assessment, safety case development, and UTM deployment. The project is led by Marco Ducci, a project manager with over ten years of experience directing large-scale European aviation and defence projects, such as SHEPHERD (EASA-funded) and Di-Pegasus (H2020-funded).
